Measure whether and how ads (including native ads) were presented to a user and how the user interacted with them, without a separate legal basis
Cross-reference audience data, either from a panel or derived from a panel, with performance measurement data, without a legal basis.

To use market research to generate audience data

To use market research to generate audience data, partners may:

Provide aggregate reports to advertisers or their representatives about the audiences exposed to their ads, using data from a panel or other device.
Provide aggregated reports to publishers about audiences exposed to content and/or ads or who interacted with content and/or ads on their sites, using panel or other device data.
Combine offline data with an online user’s data for market research purposes to generate audience data if partners have disclosed that they are matching and combining offline data sources
Combine this information with data already collected either on the web or via applications.

Partners may not:

Measure the performance and effectiveness of advertisements that were presented to, or interacted with, a particular user without relying on a specific legal basis for measuring ad performance.
Evaluate the content that was presented to a particular user and how that user reacted without relying on a specific legal basis for measuring content performance.

Develop and improve products

To develop new products and improve existing products, partners can:

Receive and use automatically sent device identification characteristics

Create an identifier using data collected via active analysis of an endpoint for identification of specific features (e.g., installed fonts or screen resolution) without a separate opt-in from the user to actively analyze device features for identification purposes.
